Matter for Consideration: To approve consent to undertake all preparatory work necessary to obtain a Compulsory Purchase Order over 3 leasehold flats at All Hallows Road, Bispham | |
Information: Following the decision in October 2011 (PH 84 / 2011) to demolish the properties at All Hallows Road and seek suitable funding for redevelopment, negotiations have been ongoing to acquire the 3 remaining leasehold interests. There are 44 flats and maisonettes at All Hallows Road, of which 41 are owned by Blackpool Council with 3 flats subject to long term leases. The estate is made up of 6 bedsits, 16 one bedroom flats and 22 three bedroom maisonettes. Although there have been no lettings to new tenants; there are a diminishing number tenants remaining in the 41 flats owned by the Council. Great Places Housing Association has secured funding to redevelop the site to provide family housing and need to make a start on site by March 2015. The negotiations are becoming protracted and may prove to be fruitless. Consent is therefore sought to undertake the work to prepare for a compulsory purchase order. Legal Considerations: Negotiations are ongoing with the three leaseholders at the All Hallows Road flats. Should the negotiations become over extended or fruitless, it will be necessary to make a compulsory purchase order to acquire the remaining leasehold interests. | |

Financial Considerations: The cost of acquisition of the three remaining leasehold interests have been identified within the Housing Revenue Account Business Plan. This has been formulated to enable the site to be assembled and then sold to Great Places Housing Association who will redevelop the land for family housing. | |

Risk Management Considerations: The existing properties at All Hallows Road will require considerable expenditure to meet modern housing needs and are of a type that are considered far less desirable than the family housing proposed for the site.
